This theme sets the context for MPA financing by describing financing at the national level of protected area systems, and the implications for financing at the site level. This theme introduces the different aspects of system level financing through country experiences and explores the complexities and barriers to improving financing of national protected area (PA) systems. It covers all aspects of establishing and operating a trust fund to support marine protected area financing, as well as revenue generation mechanisms. At the heart of this theme is an understanding of business planning principles, financial management and accounting practices.
