ITMEMS 3 Global Problems, Local Solutions

An important objective of ITMEMS is to identify and advise ICRI and relevant global and regional organisations on priority actions and opportunities to halt and reverse the decline of coral reefs and associated ecosystems. The common biophysical, cultural, linguistic and political linkages within regions are primary issues in identifying needs and opportunities. However, each region has a different context of opportunities, challenges, capacity and support that should be reflected in identifying and advocating priorities.
ITMEMS2 introduced the concept of timetabled regional caucus sessions. It is being retained for ITMEMS3 to provide opportunities for people from each of the globally distinct geographic regions to:
- network and share experience with regional colleagues;
- coordinate attendance at workshops being convened at ITMEMS3;
- identify regional issues that should be recognised and addressed in workshop discussions;
- share and discuss information arising in workshops;
- consider opportunities for enhancing actions to address regional priorities for action following ITMEMS3;
- develop a brief statement on regional priorities for action for presentation on the morning of the final day of ITMEMS3; and
- report back to regional governments and agencies to secure regional support for pursuing action priorities.
At ITMEMS2 some regions used the caucus opportunities actively. Others, particularly those with few representatives, were probably able to network without the specific identified timetable provision.
The approach of the ITMEMS3 Organising Committee is to provide the opportunities, through allocation of time and meeting rooms, for identifying issues that regions may find helpful as a framework for operation. Each region has a characteristic approach to networking and discussion of issues so the Organising Committee is reluctant to define a specific process for all caucuses. ITMEMS3 participants from, or with strong links to, a particular region are invited to participate and develop an appropriate caucus program and means of operation. The caucus objectives would usefully reflect the biophysical, cultural, linguistic and political linkages within the region to consider and report on regional issues and priorities during ITMEMS3, and in subsequent regional and global fora, programs, discussions and research.
